THE STOPPAGE OF SUNDAY LABOUR IN THE HARBOUR.

The following is the text of the Bill to res- trict the loading and unloading of cargo on Sun- day which was read a third time at the meeting of the Legislative Council on the 5th May-

Be it enacted by the Governor of Hongkong, with the advice and consent of the Legislative Council thereof, as follows:---

1.-This Ordinance may be cited for all pur- poses as the Sunday Cargo Working Ordinance, 1891.

2-In this Ordinance the following terms shall have the respective meanings hereinafter assigned to them, that is to say:-

"Vessel" shall include all steamships and also all sailing ships of European construction or de- sign, except ships of war belonging to Her Ma- jesty or to any foreign Government.

"Cargo" shall not include mails, personal luggage, live stock, ice, or perishable articles of food required for immediate consumption.

3-No cargo shall be received on board, loaded, worked or discharged from any vessel. water of

4. Applications for such Sunday permits may be made at the Harbour Master's office on any wook day, and if not made till the Saturday pre- coding the Sunday for which the permit is re- quired such application must be made not later than 5 p.m. unless some other hour shall be fired by the Regulations heroinafter provided for.

6.-It shall be lawful for the Governor in Coun. oil to make from time to time, and when made to alter, amend or revoke Regulations as to the fees to be taken for the grant of Sunday per mits and the hours within which applications for such permits may be made, and by such Regula- tions to impose conditions on the grant of such permits and to fix the hours for working under thew.

Such Regulations shall be published in the Gazette and shall, thereupon, coma into force on such day as may be therein declared and have the same validity as if they were contained in this Ordinance.

7.-Where any cargo is received on board any ressel or loaded, worked or discharged contrary to the provisions of section 3 of this Ordinance the master of such vessel, and if he shall leave the colony before conviction then the agent and the consignee shall be severally liable on sum- mary conviction before a Police Magistrate to a penalty not exceeding $1,000, or in default of payment to imprisonment for any period not exceeding one month.

8.-The person in charge of every steam.

launch, sampan, junk or other boat assisting, by the carriage of carze or otherwise, in any contravention of Section 3 of this Ordinance shall be liable on summary conviction before a Police Magistrate to a peualty not exceeding $50 or in default of payment to imprisonment for any term not exceeding 14 days.

9.This Ordinauce shall come into operation on the 1st August, 1991.

The scale of fees for the grant of Sunday permits attached to the Ordinance provides that vessels of 4 10 tons shall pay $75, over 400 but not exceeding 700, $100; over 700 but not ex- oeeding 1,000, $125; over 1,000 but not exceed- ing 1,500. $150; over 1.500 but not exceeding 2,000, $175; and over 2,000, $200.
